NTU «KhPI» became a participant in the parliamentary meeting of the «Three Seas Initiative»

Scientists from NTU «Kharkiv Polytechnic Institute» took part in a parliamentary session of the Verkhovna Rada of Ukraine dedicated to the activities of the National Scientific and Educational Platform «Three Seas Initiative – Ukraine». During the event, scientists from NTU  «KhPI» outlined the key areas of development of the university’s scientific research and ways to integrate science into the platform’s practical programs. They emphasized NTU «KhPI»’s interest in expanding inter-institutional and international cooperation, integrating into the European research space, and developing applied solutions in the fields of infrastructure, energy, security, and technological innovation. The event brought together members of the Ukrainian parliament, representatives of higher education institutions, consulates, businesses, and international partners.

 Scientists from NTU «KhPI» participated in a joint meeting of the Interfactional Deputy Association «Three Seas Initiative – Ukraine» of the Verkhovna Rada of Ukraine and the National Platform «Three Seas Initiative – Ukraine.» The event was attended by the Ukrainian part of the Parliamentary Committee of the Ukraine-EU Association. Kharkiv Polytechnic was represented by: Professor of the Department of Entrepreneurship, Trade and Logistics of the Educational and Scientific Institute of Economics, Management and International Business at the National Technical University «Kharkiv Polytechnic Institute,» Professor Yevgen Shapran from the same department, and Professor Serhiy Buryakovskii, Director of the Research and Design Institute «Molniya».

In her report, Professor Olena Sergienko informed about the directions of scientific research development at the National Technical University «KhPI», the integration of university science into practical projects within the framework of the «Three Seas Initiative – Ukraine,» familiarized participants with the results of the university’s systematic work in 2025, and emphasized «KhPI’s» interest in further expanding interinstitutional and international cooperation. The president of the National Platform «Three Seas Initiative – Ukraine» and honorary professor at NTU «KhPI,» Andriy Smorodyn, presented the results of the activities of the National Platform and the Interfactional Deputy Association in 2025. He focused on the development of practical scientific cooperation within the parliamentary format and the implementation of international projects, noting that further coordination of the scientific and educational component of the platform and interaction with parliamentary and international partners are identified as priority areas of work.

The meeting was attended by members of the Ukrainian Parliament who are members of the Interfactional Deputy Association «Three Seas Initiative – Ukraine»:

  • Vadym Halaychuk — Head of the Ukrainian part of the Parliamentary Committee of the Ukraine-EU Association;
  • Yuriy Kamelchuk — Chairman of the Interfactional Deputy Association;
  • Fedir Venislavsky— Member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence;
  • Oleg Dunda — Member of the Verkhovna Rada Committee on Organization of State Power, Local Self-Government, Regional Development, and Urban Planning.

The Ministry of Education and Science of Ukraine was represented by:

  • Hryhorii Mozolevych — Director General of the Directorate for Science Development at the Ministry of Education and Science of Ukraine.

The presence of international partners was an important part of the meeting, in particular:

Małgorzata Samojedny — Doctor of Law, President of The Opportunity Institute for Foreign Affairs (Poland);

  • Wilfried Jilge — Expert on Ukraine and the wider Black Sea region, DGAP (Germany).

Special mention should be made of the honorary consuls of the Republic of Croatia, Vitaly Zapukhlyak, and the Republic of Latvia, Ilya Hoch, whose participation underscored the high level of international support for the Three Seas Initiative – Ukraine and the interest of diplomatic missions in the development of intergovernmental, scientific, and infrastructure cooperation.

The meeting was attended by business representatives:

  • Sergey Zanudin — Director of SMART LAWYERS Law Firm LLC;
  • Dmitry Umansky — Commercial Director of Gravicon Scientific and Production Complex.

In addition, Alexander Lygin, advisor to the President of the National Platform, joined the meeting.

The parliamentary format of the event ensured systematic interaction between higher education institutions and Ukrainian MPs, international partners, and business representatives. Participants in the event noted that scientists at NTU «KhPI» contribute to the development of applied research, the integration of university science into the European research space, and the formation of practical solutions within the framework of the «Three Seas Initiative» in the fields of infrastructure, energy, security, and technological innovation. During the event, a certificate from the Verkhovna Rada of Ukraine was presented to Andriy Smorodyn, President of the National Platform «Three Seas Initiative – Ukraine,» «for his services to the Ukrainian people and his significant personal contribution to the socio-economic and cultural development of the state.» The staff of Kharkiv Polytechnic University sincerely congratulates the Honorary Professor of NTU «KhPI» on receiving this high state award.
