Researchers from the National Technical University «Kharkiv Polytechnic Institute»—Vice-Rector Oleksiy Larin and Director of the Research and Design Institute «Molniya» Serhiy Buryakovskii—took part in a joint meeting of the Interfactional Deputy Association of the Verkhovna Rada of Ukraine «Three Seas Initiative—Ukraine,» and the National Platform «Three Seas Initiative – Ukraine» (3SI UA), with the participation of representatives from the Spanish delegation. The event brought together politicians, scientists, industry and international experts, and the business community. The theme of the event was «Deepening Ukrainian-Spanish Cooperation in the Areas of Strategic Infrastructure, Security, and Innovation in the Context of the Three Seas Initiative and Ukraine’s European Integration». During the meeting, participants discussed the prospects for developing the Ukrainian-Spanish partnership in the fields of transportation, digital, and space infrastructure; air traffic management; critical infrastructure protection; unmanned systems; dual-use technologies; and other high-tech areas. Special attention was given to the prospects for cooperation between the international technology company INDRA Group and Ukrainian higher education institutions and research organizations.
The joint meeting of the Interfactional Parliamentary Group «Three Seas Initiative – Ukraine» and the National Platform «Three Seas Initiative – Ukraine» was opened by Fedir Venislavskyi, Member of the Ukrainian Parliament and Chair of the Subcommittee. Also participating in the meeting were: Vadym Halaychuk, Member of the Ukrainian Parliament and First Deputy Chair of the Verkhovna Rada Committee on Ukraine’s Integration into the European Union; Andriy Smorodin, President of the National Platform «Three Seas Initiative – Ukraine» and Honorary Professor at the National Technical University «Kharkiv Polytechnic Institute» (NTU «KhPI»); representatives of JSC «Ukrainian railways» scientific institutions; the expert community; and the business sector. The National Technical University «KhPI» was represented at the event by: Oleksiy Larin, Acting Vice Rector for Scientific Work, Doctor of Technical Sciences, Professor, and Corresponding Member of the National Academy of Sciences of Ukraine; and Serhiy Buryakovskii, Director of the Research and Design Institute «Molniya» Doctor of Technical Sciences, Scientific Secretary of NTR 3SI UA, and Professor Serhiiy Buryakovskii. Key topics of discussion included transportation, digital, and space infrastructure; air traffic control; critical infrastructure protection; unmanned systems; and dual-use technologies.
Special attention was given to the potential for cooperation with the Spanish technology group Indra Group. The company was represented at the meeting by Juan Ramón Hernández Barrera, Head of the CEO’s Office, and Carlos Abad, Head of the Mobility Division. Discussions focused on further developing cooperation and the practical application of Indra Group’s technological solutions for infrastructure modernization, digitalization, mobility, and the security and protection of critical infrastructure.
For NTU «KhPI», which has played a key role for many years in advancing the scientific activities of the «Three Seas Initiative – Ukraine» National Platform, participation in this event opens up new opportunities for international scientific and technological partnerships and the implementation of joint innovative projects. The university’s scientific developments, engineering expertise, and experience in applied research cover a wide range of fields—from infrastructure and energy to security, digital technologies, and other high-tech areas. Combining KPI’s expertise with Indra Group’s technological solutions could prove promising for implementing joint initiatives and creating practical technologies for Ukraine.

The «Three Seas Initiative» (3SI) is an international platform for cooperation among countries in Central and Eastern Europe, aimed, in particular, at developing transportation, energy, and digital infrastructure. Ukraine began the process of integrating into the Initiative in 2022 and, in September 2023, was granted the status of an associate member state.
The National Platform «Three Seas Initiative – Ukraine» is a civic association and expert forum established to promote international cooperation and Ukraine’s integration into economic, infrastructure, and scientific and technological projects in Central and Eastern Europe. The platform brings together representatives from government institutions, parliament, the business community, academia, and the expert community. Its activities encompass the development of infrastructure, energy, digital technologies, science, education, and security. The National Platform was registered in December 2023.
Indra Group is a Spanish international technology group that develops high-tech solutions in the fields of defense and security, transportation, digital transformation, air traffic management, and critical infrastructure protection. The group operates in more than 140 countries and includes, among others, Indra and Minsait. Of particular interest to Ukraine are Indra’s capabilities in the areas of transportation infrastructure digitization, air traffic management, security, mobility, and modern digital technologies. An important step in the development of the Ukrainian-Spanish technology partnership was the signing of a Memorandum of Cooperation between the National Platform «Three Seas Initiative – Ukraine» and the Indra Group during the Global Mobility Call 2026 in Madrid. The document establishes a framework for technological and scientific cooperation, the development of innovative projects, and the exchange of knowledge and expertise, particularly in the areas of transportation infrastructure modernization, digitalization, and mobility.
